Europe breathed a deep collective sigh of relief on Monday, as the tension triggered by the presentation of a new comprehensive peace framework for ending the war appeared – briefly – to have been contained. A American diplomat spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Moscow made its countermove: a renewed assault of rocket attacks on Kyiv.
The Cycle of Negotiation and Warfare
The succession of conflicting incidents captured the harsh reality of the current period. By day, negotiation efforts are fought: hopeful statements are delivered from different nations. Considerable effort is allocated on restraining certain initiatives. By night, Moscow clearly shows the world that, for them, war remains the main instrument for achieving "resolution".
After-Dark Attacks
As Russia's attack developed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was revealed. Ukraine is capable of detecting projectile deployments from across the border, a ability afforded by up-to-date information. From observation points, Ukrainian air force fighter jets that had been deployed to engage hostile guided weapons flew past – advanced fighter aircraft delivered to Ukraine by European allies.
Soon thereafter, Kyiv's air-defence systems thundered: several firings fired to intercept a Russian ballistic missile. This was a advanced protection mechanism at work, presumably delivered by partner states. Every launch jolts you unexpectedly, causing tremors. The instant of fear quickly gives way to grim resignation: possibly the hostile projectile won't cause damage this time, sparing the city from ruin and further power outages.
Persistent Threats
Not long after, a heavy machine gun fired at a aerial vehicle somewhere nearby, part of a rapid response unit – most likely imported technology. Regrettably, the bullets missed the hostile drone – it maintained course toward its destination.
Intermittently, this carried on until dawn. Kyiv faced the morning news: seven people killed, destruction and infrastructure problems in multiple buildings as a result of the night's assault. As typically, everyone still maintained normal activities – experiencing conflict. But those full day illustrated Ukraine's essential dependence on external assistance – a dependence that regional partners are demonstrably unable to substitute in the immediate future.
Ineffective Peace Efforts
The detailed framework from US administration sparked intense emotion, debate and serious worry – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and bilateral conferences.
Every new initiative from American administration follows the consistent cycle: a political offensive against Ukraine, which Kyiv, with other European capitals, manages to fend off. They contain the crisis but never actually secure success. This pattern will, certainly, persist.
Strategic Calculations
It is convenient to criticize specific actors of consistently pushing Moscow's conditions. But that does not seem to be the whole story. US administration functions according to a premise understood by international relations experts: you cannot secure via talks what you have lost on the battlefield. The American government believes that it is impossible to force Russia to relinquish the territory that it presently holds in Ukraine's occupied territories.
The issue is that while acknowledging this situation, Washington does little to deter Moscow, through statements or actions, from thinking that the current condition will not shift further in its advantage in the coming year.
Conflicting Perspectives
Therefore, Russian leadership is confident that time is on his side – that Ukraine and its supporters are approaching exhaustion. Their motivation to agree to terms that does not give them the maximum possible gain is almost completely absent. There may be numerous efforts to end hostilities, but they will carry on as long as Russia's leadership remains highly assured in the conclusion.
On the contrary, Ukraine's government believes that Ukraine can still persist, gradually sacrificing lives and land but preventing a total frontline collapse until circumstances change in its advantage.
Existing Situation
Factually, there are no real preconditions for a truce. Now, personal considerations are becoming relevant: leadership ambitions to broker a ceasefire and achieve global acclaim, and Ukrainian leadership's dual difficulties – on one hand, not to alienate a key ally, and on the other, to unite the population around the national cause against any plan Kyiv finds unsuitable, so that their priority does not move to homefront challenges. And although their mission will now be much harder after recent developments, it remains quite doubtful that this will alter their fundamental strategy.
These opposing factors are driving the talks.
Assessment and Future
It took a mere seven days to terminate the 28 points of the current initiative. Aggressive and erratic handling of the matter by Washington, pushback by Ukraine and the rest of Europe, along with calming attempts of diplomats, and finally, recent disclosures, all did their job.
While new proposals based on established approaches are approaching, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are founded on Moscow's terms and show specific hesitation to change the course of events, if they stand together and enhance their military capacity at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the predictable period, primarily depend on ongoing international assistance.
